I don't know if that is a bug, or if they just overlooked message files... 
Considering that they are NOT part of data management, however, I guess 
it's just a concept issue. That is, message "files" are not really files, 
but a kind of USER INDEX object.

One of the things I do with msg files is to store the name of the message 
file in an area (data area or otherwise). I retrieve the name at runtime 
and use it for the SND/RCV/RTV msg commands. This means that in things like 
DDS, you'd have to code fields for the message file name, and not hard code 
them.

Alternative, you might try specifying the SECURE(*YES) parameter on 
OVRMSGF.
