Overriding a message file

I would like to override a message file for an entire
job, including group jobs started from it, etc.. 
Unfortunately the OVRSCOPE keyword that exists
on the OVRDBF command is not available with
OVRMSGF. In fact, it seems that unless I enter the
command by hand (as opposed to from a CL pgm)
the override doesn't take at all.
What's going on here?
