What I think you  want to look at is an encapsulation  type solution.
These are not  very common in the AS/400 community but more so in the
Mainframe arena.   There was/is a company  out of Ireland that  does this
type work but  I  do not know if it is data or program encapsulation -
perhaps  both  they provide. 

You  should also consider your legal rights to do this with the vendor that
supplied the  applications/code.
