Hi Rick,
Starting in V3R2M3 VARPG uses the new distributed debugger but it will only
be used in NT, if you have 95/98 installed VARPG will still invoke the
debugger that has been used before.
The reason for this is very simple, the backend of the new Debugger doesn't
work in 95/98 so we will install/invoke  the old one in these environments.

Now during install of the new distributed debugger you might encounter a
problem. The VARPG V3R2M3 README has a section on how to recover from
Debugger install problems (Topic Installation of the distributed debugger).
Please follow the instructions to get the debugger installed seperatly.
