VARPG - DLL error on build of VARPG project

After an initial build and run of a project, all following builds receive an
error message referring to the project's DLL file.  The message says that
the DLL is locked and can not be updated. I was not running the project at
the time of the second build.  I've even shut down VA and CODE/400 but
rebooting the PC was the only thing that unlocked the DLL.  This happens
every time I run, modify and rebuild the project.  Any suggestions on how to
correct the error?  I've attached the error message below.
