How do you handle the headers? That's what it seems to be
complaining about.
I personally create a generic header that I output as the start of most
programs. I have had similar problems where that template/file in the IFS
didn't have proper authorities so the headers weren't being written out.
If it's working elsewhere its probably something simple like that.

They are authorized via an Authorization List at the library and program
level. The user profiles QTMHHTP1 and QTMHHTTP are both in the list set
to *ALL as is the user profile that owns the *PGM.
