This is a v7r3 IWS issue.  I have an IWS RESTful application called LAB_REPAIR.

When I try to start it, 3 LAB_REPAIR jobs start with user QTMHHTTP. These appear to be the HTTP server jobs.

A 4th LAB_REPAIR job, with user VISTAPROD, fails to start and goes to JOBLOG PENDING status.  The job log shows


QSYS/CALL PGM(QSYS/QLWISVR) PARM('LAB_REPAIR' '')
UNABLE TO CHANGE WORKING DIRECTORY.
Failed to start the integrated Web application server. Reason 7.
Job ended. Cancel message received at command processor.
Job 151406/VISTAPROD/LAB_REPAIR ended on 01/07/20 at 14:13:16; .006
  seconds used; end code 20 .


Reason 7 turns out to be "7 - Unknown error: 9."

So the problem seems to be with the "UNABLE TO CHANGE WORKING DIRECTORY." error:

What it doesn't tell me is what it wants to change the working directory to, and why it cannot change it.  Any ideas?
