IWS should do the job since the webhook is just making an HTTP/S request.

It all depends on what you're comfortable with and what the webhook will be
doing in the background when received. IWS, Node, Apache/CGI will all work
fine as long as you know how to configure the server (and most likely SSL
for it) and map requests through your firewall to the IBM i.
