I started testing on one of my non-SSL test servers, so I wouldn't think
TLS was an issue.

If you configured TLS protocol and ciphers via httpd.conf, you must use
TLSv1.2 and one of below strong ciphers that required by HTTP/2:
TLS_ECDHE_ECDSA_WITH_AES_128_GCM_SHA256
TLS_ECDHE_ECDSA_WITH_AES_256_GCM_SHA384
TLS_ECDHE_RSA_WITH_AES_128_GCM_SHA256
TLS_ECDHE_RSA_WITH_AES_256_GCM_SHA384
