The server starts with that, but Chrome says I'm still using HTTP/1.1. I
need to go back and double-check everything.

LoadModule http2_module /QSYS.LIB/QHTTPSVR.LIB/QZSRHTTP2.SRVPGM
Add below directive to the SSL enabled virtual host that you want to enable
HTTP/2
Protocols h2 http/1.1
