If you configured TLS protocol and ciphers via httpd.conf, you must use
TLSv1.2 and one of below strong ciphers that required by HTTP/2:

TLS_ECDHE_ECDSA_WITH_AES_128_GCM_SHA256

TLS_ECDHE_ECDSA_WITH_AES_256_GCM_SHA384

TLS_ECDHE_RSA_WITH_AES_128_GCM_SHA256

TLS_ECDHE_RSA_WITH_AES_256_GCM_SHA384

LoadModule http2_module /QSYS.LIB/QHTTPSVR.LIB/QZSRHTTP2.SRVPGM

Add below directive to the SSL enabled virtual host that you want to enable
HTTP/2

Protocols h2 http/1.1
