Doesn’t the JavaScript that runs in Node.JS also compile to machine language on the IBM i. I think that’s the point of the V8 engine.

Again, if node can’t perform better than CGI on the IBM i under the conditions for which node was designed, then it was pointless for IBM to bring node to the IBM i.

RPG and COBOL compile to "native", very optimized code in the i. It is
very unlikely that any other option will perform better. And modern
COBOL is excellent for serving web.

If a company wants to handle very high volumes of concurrent requests quickly (think Walmart, eBay, PayPal or Amazon Brand Stores), then node may perform better than CGI. We would like to choose the technology that can better handle any amount of growth.

You could create web services using COBOL (or RPG) as well, if that's the main programing language.

Easily send JSON (or XML. blech...) data back to the requestor. All you'd really need is YAJL or something similar.
