Assuming that you are sending the correct mime type,
application/vnd.ms-excel is the official one, but others work, then it
is a setting on the clients browser that controls which program opens
the file.

They want to submit the report request and have the spreadsheet open

Not save it first, then find it, and then open .

Is this a IE / Chrome browser issue, or Apache, or javascript or what?

Need to do this without tweaking the pc - these are customers.

No Win IIS webserver in sight.

Years ago .xls or even .csv used to do this with a redirect (now
Chrome or IE
open as text files) ..

Pdfs still open by redirect.

What am I missing?
