with a twist, if incomming or outcoing message has a mime type other than 'text/... no convertion are done and that is very likely with web-services.

My httpd.conf doesn't include a CGIConvMode directive, so the docs say
it should use the default of EBCDIC.


After spending a lot of time on Google, I "might" have answered my own
question. It looks like the incoming data should be UTF-8, which
would be CCSID 1208. I'm going to try the conversion and see if that
makes the data intelligible.
