My httpd.conf doesn't include a CGIConvMode directive, so the docs say it
should use the default of EBCDIC.


After spending a lot of time on Google, I "might" have answered my own
question. It looks like the incoming data should be UTF-8, which would be
CCSID 1208. I'm going to try the conversion and see if that makes the data
intelligible.
