I've not had issue with the debug functions with the exception that I
   didn't realize the debug logs are on by default and the log constantly
   writes known errors. If you didn't turn debug off it is probably
   functioning and a program is missing the library with the data area is my
   guess. If any of these functions utilize ftp it could be an indicator of
   the programs involved.  We discovered when utilizing ftp program calls
   from external machines to the IBMi that the library list is nonexistent
   and has to be tweaked. QTEMP especially is handled differently in
   placement in the list and has to be added. At least this is the experience
   we have had.

     So it must be something internal.  But it's not happening all the time..
     it's just random.
     I haven't been able to recreate it yet but I am still trying everything.

     I don't think it is a big issue as it's just a warning, but it's odd
     that
     it doesn't happen for every CGI program.
     Any ideas would be great.   I don't know if the yahoo group works
     anymore
     for support of CGIDEV2 but I did find the same question posted a few
     years
     back and they were just forwarded to the page I linked above.  Not much
     help.
