"The former" is the first of the 2 options that you proposed.

"The latter" would be the second of the 2 options.

if there is not any valu to pass for errorCode, in my Xml
i don't have to write the row or i can/have to write
<errorCode></errorCode>

So, for minOccurs="0", you "don't have to write the row"
