It seems a bit unnecessary to mimix QATMHINSTC. It basically does not change apart from when you create or delete an Apache instance. However, the same argument could probably be applied to numerous files on the system. If you had to go through them all and pick and choose it would be an administrative nightmare. I would be more inclined to ask why mimix puts a lock on the file that prevents it from being updated. Seems like a fundamental flaw in a mirroring solution.

Of course, at sometime I need to see if it's ok to Mimix this file, QUSRSYS/QATMHINSTC. Or, if I do I had better be Mimixing the snot out of a lot of other stuff. And is that possible?

Look at it this way, on my primary partition in Garrett IN I install Webtop for Infor LX. This involves a lot of HTTP, WAS, etc setup. And the backup partition will be a little different because it is in Kendallville IN and will have different subnets, etc. Is it sane to try to Mimix QUSRSYS/QATMHINSTC? Or should that be left out and done manually on the rare occasions that it changes?
