I get all garbage with an EBCDIC body and header
Content-type:text/plain; charset=utf-8 ...

I'm getting readable text by using that content-type. But I also have the following HTTP Configuration Directives:

CGIConvMode %%EBCDIC/EBCDIC%%
DefaultNetCCSID 1208
