Actually, you should not just put the plaintext before the <html> tag. Instead, you should use the MIME multipart/alternative, and offer plain text and HTML as alternatives.

If you just put the text before the <html> tag, then many plain text e-mail clients won't even display it, because they'll think it's part of the HTML document.

My approach to controlling email content is simply to send a notification that is just that, a notification in text format.
