It wasn't mandated, just how it worked out. We used to have a static login page - with CGIDEV2 I was able to use a template that contained variable data like copyrights and versions.

That had been the only static page - well, actually, some HTML used for frames. (Please don't go there, everyone!)

But even the static header frame became dynamic, so I ended up with absolutely no dynamic pages, because of the need to handle dynamic content.

If this were for a company site, there could easily be static pages.
