As a person who has maintained an RPG/CGI program with raw HTML for several years now, CGIDEV2 is a dream. Externalizing the HTML is just like using external DSPFs. The concept of the substitution variables, or tags, is similar to what I've seen others use in Java and other environments.
Now on to finding real help on distributing an app that uses CGIDEV2.

I had to write an RPG/CGI program a couple of months ago as part of

it took me longer to remember how to write an RPG/CGI program than it
did to write the mobile app.
Except for this one recently, I don't think I've written an RPG/CGI
program in more than 10 years.

web

I went to the place I know best first - did a search at easy400 and
didn't find much easily.
