Hi Matt,

If I'm reading it correctly. The PTF addresses a problem where CGI 
requests "take too long" on their initial call.  Applying the PTF, 
recompiling the programs, and restarting would theoretically solve this 
problem.

If you apply the PTF and do not recompile, worst case scenario, you'd 
get the same performance you're getting before applying the PTF.
