Yes, wordpress and joomla both have varying breadcrumb options. I believe
wordpress can have it controlled at the theme level, not sure about the
cms level(haven't looked, will take a peak at lunch), and joomla has it in
the system level.

No CMS is "perfect" so creating a new one isn't necessarily reinventing
the wheel, and could be revolutionary if fundamentally different by
design. But the market for an IBM i (written in RPGLE) based CMS,
probably isn't worth the time. I could be wrong, but with so many cross
platform options available it hardly makes sense to me.

I'm not sure I've seen any listed yet Nathan. Often additional facilities
like the ones you listed are provided as cook-books or plug-ins. For
example the wiki system we use for simple work (pmwiki) has two or three
bread crumb options. I'm sure that Wordpress, Joomla, etc. must have the
same.

While I agree with Scott that we should always strive to improve I would
be somewhat surprised if, as a big Open Source proponent, he would suggest
that reinventing the CMS wheel was within the scope of what he was
suggesting.
