The only thing to add to the discussion is in addition to a template based, flexible framework and some input from a "designer" is using agile techniques to keep the customer or end user in the loop regularly. I can't tell you how many functional, good looking applications I have dealt with that don't do what they are required to do because the customer/end user wasn't involved in the design/redesign cycle. Functional, good looking applications are worthless if they aren't productive and do what the customer/end user needs them to do. If you aren't regularly involving the target user, you may end up with a great looking, functional, waste of money. Generally we fall into this trap because we *know* what the customer wants (being the humble sorts that we are).

I agree that to make traction fast enough to make a difference in your
business you need a solid UI framework. I am quite excited about the
prototyping possibilities that the new ExtJS Screen Designer introduces.
Should allow server side programmers (i.e. RPG) to nip things in the bud
really easily, and actually, even hand off some of the screen design to a
savvy power user.

If anybody think they can make cross browser HTML without a lot of "non
standard code"
they have to think again, it is not possible.

RPG programmers making modernization in HTML ???, if we are talking
replacing 5250
apps forget it, people wants MS look and feel and Rich Internet
Eventdriven UI's that goes
far beyond what a single RPGLE programmer can ever do without using
Frameworks like
Google GWT or Ext JS.

That means server side JAVA or client side OOjavascript an a lots of
components that
is able to "talk" to each other and that again means global DOM event
management
in the browser

This is what a modern HTML body looks like:

<body>
<div id="grid-panel" class="x-grid-xxx"
style="border: 0px solid #c3daf9; overflow: hidden;
padding:0 0 0 0;"></div>
</body>

the rest is generated by java
