I must've missed the original message but I would absolutely have the
<children> parent element present. Defining the schema will be more
straightforward this way. You really don't want a "flat" document
structure where everything is a child of the root node.

I asked my colleague who uses XML more than I - he likes using
collections for multiples of an item within a parent node, it helps with
iterating over the nodes, since you can find the <children> node
directly, then navigate through the <child> nodes.
Not my knowledge here - just passing on the opinion of a guy I respect.
