The problem was found to be the QZHBCGI program
in our cgi library was not updated (copied) from the new
version in QHTTPSVR library...

Don't know the cause but the MCH4227 is interesting. It indicates a compile (or perhaps a conversion) is occurring and the generated instruction stream is not valid.

Perhaps that information will help you resolve where the error is occurring?

Consider programs without observability, programs the job user does not have authority to change, etc. STart with CGISIGNIN.
