There have been some really good pointers laid out on the message board
here. Just to tie up a few loose ends.

It appears that Kelly did an AWESOME job of providing the links for
download, as well. Thank you Kelly!

So a couple of points of clarity:

1) Silver level support is available for one year from the point you
download the software. This is email based support with a maximum 72
hour turnaround time that is complimentary from Zend thank to our
relationship with IBM. Better support is available, but let's take that
discussion off board.
2) Zend Studio for IBM i 7.0 is here and available.
3) Zend Core supports two styles of installation. This sometimes
confuses folks but what it essentially means is you have a choice of how
to install Zend Core, the PHP runtime, on your i5. First, you can
install the old fashioned way with a zip file that contains a SAVF that
you upload to the i5 and run the RSTLICPGM command. Second option is to
install using the GUI interface of you Windows PC that sends the file up
to the i5 and runs the installation. Either method works well, but
please use the QSECOFR user profile for best results.

The remaining concerns and gotcha's are well documented in our

download the software. I think I found a link, but it asks me to choose
a "package" from a drop down - the choices are i/5 OS (Win Installer)
(Zip) and i5 OS/ (Zip)

Glad to hear it!

The first thing I would do is get some good reference
material.
And I just so happen to have a link.
http://www.amazon.com/IBM-Programmers-Guide-PHP/dp/1583470832 I am
somewhat biased towards this book, but the few people who have rated it
seem to think it's decent. This was written from a beginner's point of
view and touches on a lot of the things you will need to get started.

In terms of software, Zend Core is definitely necessary and
Zend Studio is really good for a full-featured IDE. You don't _need_
Zend Studio, but it's good to have. You do not need Zend Platform, Zend
Server (it's not yet available on the i) or Zend Guard. However, once
you start building more "production-ready" code Zend Platform becomes
more pertinent, but not required. As for Zend Core, instructions for
installing Zend Core can be found here:
