That's incorrect. DB2 supports TCP connection, regardless of platform.
For it to be otherwise would rule out the possibility of a Type 4 JDBC driver.

So far as I am aware, unless something dramatic has changed, to access
DB2 on i or MVS, you need to use DRDA, and that requires IBM DB2 Connect
for the WAMP platform.
DB2 for LUW supports TCP connections, i and mainframe DB2, don't.
Are you sure that the php_ibm_db2.dll is for IBM i DB2? Or just DB2
under LUW?
