DB2 LUW to DB2 for i requires DB2 Connect and DRDA. Still, as of DB2 V9.5 at least. (I believe that V9.7 is out.)

Yes, TCP for ODBC and JDBC connectivity is supported by DB2 for i.

So, if the dll is for DB2 for LUW, then yes, you need Connect to get to the i.

DB2 on i or MVS, you need to use DRDA, and that requires IBM DB2 Connect
for the WAMP platform.

DB2 for LUW supports TCP connections, i and mainframe DB2, don't.

Are you sure that the php_ibm_db2.dll is for IBM i DB2? Or just DB2
under LUW?
