Apache directives like StartServers and MaxClients.

I wasn't able to find those directives in the Information Center. But CGI workloads are affected by:

KeepAlive (on/off)
KeepAliveTimeout (seconds)
MaxKeepAliveRequests (count)

Which enables persistent connection, which browsers like for performance, but tie up a socket and an HTTP server thread.

And:

MaxCGIJobs (count)

Which limits the number of CGI server jobs. If PHP were using 64 meg of RAM, then you'd need 6 gig of memory for 100 CGI server jobs.

And:

StartCGI (count)
CGIInitialURL (url)

To specify the number of CGI worker jobs to start when the HTTP Server is started, and the URL of a specific application that you want to load.
