An uninstall and reinstall of the licensed program seemed to do the trick.
I don't know what happened with the original install. I can now see the
admin page on port 89. So far, so good.

Port 800 is used internally so I doubt it needs to be open. I have
never had to do it.

Did you default the install to port 89?

What happens when you use the start up commands in the ZCMENU? Are no
error messages issued?

I did have a similar problem some 18 months ago - and it was because
two the pre-req components were missing and at that time the install
did not check for them - I think it does now but ...

Have you opened a support ticket with Zend?
