I've gotten the graph working with all the desired features. Using the
Google chart API. Did require some coding for the "extended encoding" used.

Generates a stacked bar graph, horizontal target line, diagonal target line,
and custom zero-base line. If anyone is interested in the mechanics behind
this graph or sample code to generate the encoding, will post.
Google's documentation is a bit scattered and required some playing to make
it work, but happy with the results.
