On a small iSeries model 800 is there any way to cache or preload
into memory?

The information center has a complete list of HTTP server directives - quite a few deal with cache. But even if the Flash file were kept in memory, I don't think it would help much. The majority of time will be spent "on the wire".

When dealing with Flash, don't count on cache ;-)
