I think it's something along the lines of CGIConvMode. Generally speaking, you can remove it from the server configuration. If was required on the Original server but the Apache based server is generally better about giving data to your CGI programs in the format it needs it in.

There is some setting for conversion - usually set to *MIXED - I think that might affect this behavior - you should be able to see it in your conf file, then maybe go to the admin browser - lots of help in that monstrosity!

Hi all,

I have come across this problem a couple times now. I have a situation
where when I send a URL encoded percent sign in a GET request to Apache it
converts the %25 to % once I receive it into my program (operating as I
would expect). But when I do a POST to Apache it converts the %25 to %6C
vs. just the % character. The 6C is obviously representative of a percent
sign in EBCDIC (http://www.tachyonsoft.com/uc0000.htm#U0025).

I was initially going to chalk it up as an Apache bug but wanted to ask the
minds here if it is in fact operating as it should?
