Most webservices are http-based. Hence, you need to have a web server to handle the communication, and that is as far as I know not easy to do in RPG. There are lots in C so that should be doable and then link them together. You also need the XML-handling and mere templating will not do it unfortunately.

Did Icebreak get an Open Source release? I believe this is exactly what they did.
