Since there is a database involved that should be your starting point.
- What tools work with your existing data
- What skills do you have
- What skills do you need
- What pieces are missing

Your problem is you ask for architecture type advice but wrap it in a heap
of arbitrary rules that reflect your prejudices.

Why not start with a clean page and design your preferred solution, then see
how what you have and what you know fits into that. Where you need to build
new components identify the technologies that can do the job. Rank and score
the solutions according to business needs, giving RPG solutions a "weighting
against" as a non-preferred technology if you must.

Approach the solution with an open mind to get the best solution instead of
full of prejudice.

It seems senseless to post on an *system i* mailing list saying:

1. "I'm used to working in HTML, ASP, javascript and the like."
2. "I wouldn't mind Using WebSphere ... but fear the learning curve might be
too long"
3. "...not calling RPG, nor screen scraping existing Display Files; fresh
web development."

Do you plan on re-writing all your back end RPG in some other language ? On
another platform ?

What about a web server calling stored procedures - can the SP's be written
in RPG or do you have some other arbitrary design rule ?

for creating web pages that access DB2/400 for SELECT, INSERT, UPDATE and
DELETE operations? I'm talking about basic web development from scratch,
not calling RPG, nor screen scraping existing Display Files; fresh web
development. The beginning web pages will be simple, no fancy presentation
for awhile. I'd like to store the web objects on the i but that may no
longer be the best place.

I'd like to use what is in our current IBM i or MickySoft environment, not
buy some new development tool, if at all possible. I'm used to working in
HTML, ASP, javascript and the like. I wouldn't mind Using WebSphere, as we
have it, but fear the learning curve might be too long. Opinions please.
