Found it about 2 minutes ago. The person I have working on this project found this one. On a quick look it appears that the spell checking part is php based. The rest is all JavaScript and is multi-browser which looks exactly like what we want. I don't have a problem running php server side to support this, just don't want to go to the work and then not have it work with websphere java apps.

Have you seen TinyMCE - http://tinymce.moxiecode.com/ That seems to
do what you're asking for. My only experience with it has been as the
new page editor for TWiki, where it's been customised to suit, but the
standard package has a lot to offer -
