I can't say this for sure, but I believe PHP would use the PCML interface
the same as Java does. There are a number of limitations other than the 7
parm limit.

I just experienced a limitation in trying to call a service program from
VARPG, in that it can't exceed 7 parameters. Does this hold true for PHP as
well? Maybe a more specific question: are all service program calls from
another language using the same API?
To get around the 7 parameter I can create a data structure in VARPG.
Will I be able to do something similar in PHP? (We're exploring the
use of PHP at the moment.)
