The problem is when I call the "Hello World" program I created, I get
"Page not found".

Unless you have already done this, one of the most useful things you can do
when starting out with CGI applications (assuming you are using IE) is to go
into Internet Options and from the "Advanced" tab deselect the laughable
"Show friendly HTTP error messages". You will then see exactly what the
browser is looking for.

Most likely cause is that you have not compiled your new program into the
same library as the CGIDEV2 samples.

You can also debug simple CGI apps by simply calling the program from the
command line like any other program. That way if it is blowing up you will
at least see it.
