Someone changed it.
Changing it back might have an effect on the HTTP server's access, but
even regular tomcat installs are not run under root authority or
*ALLOBJ.

But if it were me, I would change it back, SPCAUT(*NONE) and look for
what fails in the http server.

class of *user but special authority=*ALLOBJ) which looks like the ASFTOMCAT
doesn't like? I am leery of changing it as the HTTPSVR currently running
