It's been a while since I messed with this stuff but you should find that the Web Server sticks the headers in environment variables and passes the new environment to the CGI program.

Just use the environment APIs to process the variables. I think I've even managed to address environ which is the base pointer for the array of pointers to environment variables. With that you can iterate over the array of pointers and separate out the name=value pairs.

Failing that just get one of the gazillion C-source CGI echo programs available on the net and plug that in to Apache. Since all you're really interested in is what the value looks likes the language used to display it shouldn't matter.
