Dave - I think you are missing one significant point.  It wasn't really the
same argument.  The mainframes (and other platforms) didn't have a choice as
to how they access the _same_ data.  To the best of my knowledge only
iSeries allows SQL _and_ native access to the same table.  We do have a
choice - and where it makes sense we would be foolish not to take advantage
of it.  

I'm all in favor of increasing the usage of SQL - but I've seen quite a few
boxes lost or under threat because a mandate to switch everything to SQL
caused such a performance loss that the bosses were persuaded that
Oracle/SQL Server/nameYourDB would be the solution to the poor performance.
