Garbage in error logs -- WEB400

Running iSeries V5R3 on Apache, PHP V4.X in PASE.  When a php script fails, we 
find the following in the error log:

[Fri Jan 06 12:37:41 2006] [error] [client xx.x.x.xx] 
&ç&EUR+?ÈÑÄÁsEUREURí>ÀÁÃÑ>ÁÀEUR?ÃÃËÁÈsEUREUR?EURÑ>EUR Ã?Ê_Ë 
ËÍøø%ÑÁÊ¬/ÀÀ¬ÄÇ/>ÅÁ¬Ã?Ê_øÇøEUR?>EUR%Ñ>ÁEURZ, referer: 
http://.../brokenphp.php.

Any idea why we are getting garbage in the error log?
