How do you regenerate the plug-in config file. Do you know of documentation
on this?

I don't know if this is a difference between 5.0 and 5.1, but with 5.1,
regenerating the plug-in config file lets the server see new applications
without a restart. So far, the only thing I've found that requires a restart
is changing virtual hosts.
