I have a handle on what's required all except the base64 decoder. Does
OS/400 at V5R2 come with a base64 decoder? If not, what one do you all use?

I'm not aware of any IBM API to decode base64. I've written my own base64 decoding routine in ILE RPG -- it's not that complicated. It's not like encryption.
