Look at Image Maps and areas. 
http://www.w3.org/TR/html4/struct/objects.html#include-maps should get you 
started. Scroll down to Client Side Image Maps, specifically the AREA element. 
You can use the alt text to put different pop ups in different areas. Now, can 
you do all this in Word??? Beats me.
