This probably is an HTTP Server Powered by Apache (PBA) configuration problem, most likely with the CGIConvMode directive.

I haven't gotten into PBA yet, but Giovanni uses it to run his very large Easy400 site.

Please use his sample PBA configuration as a template for modifying yours. Or, get things working with his configuration and a few of his sample programs. Then, modify the configuration to accommodate your files and CGI programs' locations, URLS, etc.

Note: that configuration uses CGIConvMode %%EBCDIC/EBCDIC%%
