the page is executed from top to bottom, including script codes.
this allows an old form of  "dynamic" part of page using
document.write("...")
the examples you've seen probably don't use elements
declared after the script (or just to learn you can't)
or maybe they just do so to declare functions that
are called by the onClick, onXXX attributes of the button

or maybe they use the keyword to defer the execution (but i've rarely seen
it)
<SCRIPT LANGUAGE="JavaScript" defer="defer">
this may be a way not to put the code at the end of the page if you have
access to it
