Apache HTTP Server - Basic Authentication -- WEB400

OK....I'm confused.  I guess I'm missing something in configuring an Apache 
HTTP Server on iSeries.  I want to set up Basic Authentication, but the Basic 
Authentication tab and the Control Access tabs are grayed out so that I cannot 
select them.

Is there something else, I'm assuming there probably is...that I have to set 
first, before I can access these tabs? 

BTW...this is OS/400 V5R1 with the very latest CUME tape.
