I just heard from IBM.  They set up an identical config on one of their
V4R5 machines and everything works.  The only difference is that I am
not up to the same level on PTF's.  Since I am planning to upgrade to
V5R2 in about 2 weeks, I am going to wait until that is done and see if
the problem clears up.  I'm betting that it will.   I'll let you know.
