HTTP and *ADMIN server

I had a client not follow PTF installation instructions and had 50+ PTFs 
that would not apply and could not delete. There had been a lot more  but 
someone else had got most of them to install. This is where I came in. 
Client is running a 270 at 5.1 and WAS 3.5. 

Long and short is we ended up reloading over the top of QSYS  all the 
installed IBM products. PTF'd with C2134510, Hypers, DB and JAVA. 
Reinstalled WAS and ran all the above PTF again plus the Group for WAS. 

WAS based server appears to work but we can't get the access the *ADMIN 
server. It's up with 3 jobs. We can get to the x.x.x.x:2001 page but when 
we pick the HTTP server link we get a message that QSECOFR needs IOSYSCFG 
spec auth. I've seen this before but can't find it...  Digit Certs link 
works fine.

As a side note I believe it's JAVA related. Management Central's 2nd job 
(the Java one) won't run either.

Thoughts ?
